Picked up another Corvair block and it is different than the one I already have. Can someone tell me what the hole below the lifters are in the attached photo?

Bill,
As Roy said on the other list, "it's an oil fill" but rather than plug it, why not just use it as your oil fill? you're going to need one any way. 
It's on the correct side and it will allow you to avoid modifying you valve cover.
If you can make it work out for you it might be an advantage.
