 Personaly, I wouldn't install belts in ANY plane without a  crotch strap for two reasons. There are all sorts of studies that show how much  they enhance protection from "submarining" in a crash, but they also make it  possible for everyone to cinch down their lap belts more effectively for  improved comfort in turbulence.
