Joe - thank you, it appears that would work electrically. It took me a few minutes to decipher the actions of this switch, but I got there. 
However, I have not yet found one in a form factor that would match the rest of the standard toggles in my panel. I may have to just live with two switches. It's not the end of the world, but it's not as elegant.
